In the absence of the dean of student services, a designee may be appointed by
the vice president of student and community advancement.
No student shall be removed, suspended or expelled unless the conduct for which
the student is disciplined is related to college activity or college attendance. In
addition, no student may be removed, suspended, or expelled for parking
violations.
The president or the president’s designee (Campus Police) shall, upon the
suspension or expulsion of any student, notify the appropriate law enforcement
authorities of Los Angeles County or the City of Torrance of any acts of the
student which may be in violation of Section 245 of the California Penal Code –
Assault with a deadly weapon or force likely to produce great bodily injury.
Time Limits
Any times specified in these procedures may be shortened or lengthened if there is
mutual concurrence by all parties.
STUDENTS’ RIGHTS AND GRIEVANCES
ADMINISTRATIVE PROCEDURE 5530

The purpose of this procedure is to provide a prompt and equitable means for resolving
student grievances. These procedures shall be available to any student who reasonably
believes a college decision or action has adversely affected his or her status, rights or
privileges as a student. The procedures shall include, but not be limited to, grievances
regarding:
Sex discrimination as prohibited by Title IX of the Higher Education
Amendments of 1972;
Sexual harassment as defined in Board Policy 3430;
Financial aid;
Illegal discrimination; and
The exercise of rights of free expression protected by state and federal
constitutions and Education Code Section 76120.
This procedure does not apply to the following:
Student disciplinary actions covered under Board Policy 5500 and
Administrative Procedure 5520;
Police citations (i.e. “tickets”). Complaints about citations must be directed
to the District’s Campus Police Department; and
Course grades to the extent permitted by Education Code Section
76224(a). Grade appeals are addressed in Board Policy 4231 and
Administrative Procedures 4231.
