Bacterial Meningitis is a serious, potentially deadly disease that can progress extremely quickly. It is an inflammation of the membranes that surround the brain and spinal cord. The bacteria that causes men- ingitis can also infect the blood. This disease strikes about 370 Americans each year, which is a decrease in the number of people infected due to people getting vaccinated. In 2016, there were 72 confirmed cases for youth between the ages of 16 and 23 years of age; 32 of these students attended college. Treat- ment for the disease is available, but severe health problems or disabilities are still possible.

The freedoms of speech, expression, and assembly are fundamental rights of all persons and are cen- tral to the mission of the University. Students, faculty, staff, and members of the public have the right to assemble, to speak, and to attempt to attract the attention of others, and corresponding rights to hear the speech of others when they choose to listen, and to ignore the speech of others when they choose not to listen.
