23. Fines and Payments - a. FinesandcollectionswillbehandledthroughtheUniversityPoliceDepartment.RevenuesaredepositedintheUniversityGeneralFund. b. Afinewillbeassessedforfailuretodisplayapermit,displayinganaltered,stolen,orfraudulentpermit,orunauthorizedparking in a handicap space. c. Ifthemotorvehicledisplaysapermit,andfineswillbeassessedtotheemployeeorstudenttowhichthispermitwasissued. d. Ifthevehicledoesnotdisplayapermitthefineswillbeassessedtotheemployeeorstudentwhoownsthevehicle. e. AnyvehicleparkedoncampuswithoutapermitwillbeidentifiedthroughtheNationalCrimeInformationCenterSystem. f. FinesmustbepaidattheVincennesUniversityPoliceDepartment,locatedat1201North2ndStreetorthecornerof2ndand Center Streets and adjacent to the Beckes Student Union, within ten (10) days. g. Failureofanemployeeorstudenttopayafinewhenitisdueshallbecauseforrevocationofparkingprivileges.Revocationshall remain in effect as long as the fine is unpaid. In many instances, an unpaid fine will be transferred to the students account. h. Universityemployeesandstudentswhoreceiveten(10)ormoreparkingcitationsinaschoolyearwillhaveoffstreetparking privileges revoked. In addition, this person will be considered a habitual violator that may result in the towing of their vehicle. i. Action taken by the Vincennes University Police Department is final and binding unless appealed in accordance with these regulations. Appeals may be made by following the directions on the back of the parking citation. b. Allpersonsappealingaparkingcitationmustfileacompletedappealformwithin7daysofthecitationnotice.Failuretofilethe completed appeal form within the prescribed time period shall constitute a waiver of the right to appeal the citation notice. c. Except in very rare and unusual circumstances, the only proper basis for an appeal is the contention that the cited regulations were not violated. d. Reasonsthatarenotacceptablejustificationsforanappealincludebutarenotlimitedto: i. I didn’t know/think it was a violation. ii. I didn’t mean to violate the regulation. iii. I saw other people doing the same. iv. I would have been late for class or work. v. I have been doing it all semester/year 29
