                8. Faculty/Staff Permits (Blue) - Any vehicle properly displaying a current Faculty/Staff or blue permit may park in any lot or parking space or along a cub on a public street that is not striped yellow. NOTE: F/S or Blue permits are to be used by VU Employees ONLY. Children of employees must obtain an appropriate student permit, and park in the lots and/or spaces assigned to that permit. 9. Temporary Permits (Hangtags/Dashtags) - A temporary permit may be issued by the Vincennes University Police Department; it shall be valid only for a specified time. A fee of $5.00 will be assessed for a temporary permit not exceeding five (5) consecutive days. This tag is commonly used by guests and visitors. 10. Handicap Permit (Hangtags) - A handicap permit allowing special parking arrangements may be issued by the Vincennes University Police Department to one who is temporarily or permanently disabled and/or is in need of accommodations. Prior authorization must be obtained. This type of permit is temporary. The handicap permit must be displayed in addition to the current regular permit. Parking a motor vehicle which does not display a handicap permit in an area reserved for the handicap is prohibited and will be ticketed and towed at the owner’s expense. If handicap parking spaces are not available, it is permissible for the community member to park in the next closest available space provided the appropriate handicap notices are displayed and the vehicle is properly permitted. **Community members with Handicap license plates and/or placards issued by the BMV must still also have a current parking permit to park on University Property. 11. Visitor/Guest Permits (Hangtags) - Visitors who wish to park on campus must obtain a visitors permit at the Vincennes University Police Department and park in accordance with the instructions on the permit card. The word “visitor/guest”, as used in these regulations, does not include Vincennes University employees or students. 12. All citations issued to a permit will be that permit holder’s responsibility, regardless of which vehicle the permit is on or who was driving at the time of the violation, unless a lost or stolen report has been completed at the Vincennes University Police Department. 13. The driver of a motor vehicle is responsible for finding a legal parking space. Lack of space adjacent to any building is not considered a valid reason for violation of regulations. A parking permit does not guarantee the holder a parking space, but only the opportunity to park within an assigned area. 14. Parking permits must be properly displayed according to the parking regulations or special instructions provided by UPD at the time of issuance. Always lock your vehicle and remove any valuables. 15. Legal parking of motor vehicles on University property is confined to areas designated for that purpose. Parking is prohibited on lawns/green space, walkways, in construction areas, or any other place that will mar the landscape of the campus, create a hazard, and/ or interfere with the use of University facilities. Violators are subject to citation, booting, and/or vehicles may be towed at the owner's expense. 16. Yellow striping in lots and on curbs designates no parking zones. This includes stopping to pick up other community members or stopping to load and unload vehicles. In addition, parking is not allowed at any loading or service vehicle docks or zones, entrances to buildings, crosswalks, or emergency zones. Areas in parking lots marked with a solid white line all the way around and/or hashed out with white lines indicate invalid parking spaces or no parking zones GREEN striping in the lots designate commuter parking, RED striping in the lots designate residence hall parking, BLUE striping in the lots designate faculty and staff parking. NOTE: NOT ALL PARKING SPACES ARE STRIPED TO INDICATE WHO CAN PARK THERE, HOWEVER, ALL PARKING LOTS HAVE SIGNAGE AT THE ENTRANCE OF THE LOT. 17. Motorbikes, motorcycles, and/or motor driven cycles are subject to all of the same parking regulations as normal vehicles and must be operated only on streets designated for normal automobile use. 18. Bicycles may be registered with the Housing Office or UPD. If this is not done, it is recommended that you record the make, model, color, and serial number of the bicycle and keep this information in a safe place. Bicycles should be locked up when not in use. It is also advisable to remove the seat and wheels if possible. Bicycles must be locked up to an appropriate bicycle rack intended for that purpose. Securing any personal item to lamp posts, light fixtures, trees, or any other University property is a violation and will be removed at the owner's expense. 19. Certain areas of campus and parking lots may be closed to parking during specified hours by the University Police Department. Parking in such areas during these hours is prohibited. Parking lots and spaces physically blocked through use of barricades and cones indicate that parking in these areas is prohibited until they have been removed. 20. Any accident involving a motor vehicle on University property must be reported to the Vincennes University Police immediately at 812-888-5555. If there is an emergency, dial 911. 21. When parking on city streets all vehicles are subject to city and state parking laws, which may be enforced by any law enforcement officer. 22. Towing - Vehicles are subject to being towed away at the operator’s expense under any of the following conditions. a. Any vehicle in violation of parking regulations or any vehicle which appears to be abandoned may be towed and stored at the owner’s expense. b. Parkinginahandicappedspacewithoutadisplayedhandicappedpermit,plate,orplacard. c. Any vehicle that is disabled or abandoned for three days or more, and who has not responded to a request by UPD to move the vehicle. d. Parkinginanyareanotassignedtothatpermit. e. Obstruction or vehicular or pedestrian traffic, blocking handicapped spaces or wheelchair ramps, interfering with University operational activities, or creating a hazard to persons or equipment. f. Failuretorespondto“ReporttoUPD”notice. g. Vehiclebearingapermitthatappearstohavebeenaltered,stolen,orafraudulentpermit. h. Fourormoreopenandunpaidparkingcitationsand/oranyownerordriverwhoisconsideredahabitualviolator.  28 NOTE: The owner or operator of a vehicle which has been towed under these regulations will be required to remit in cash to the towing service the prevailing towing charges. Vehicles that are towed are removed from campus and will reside in the custody of the towing service company until the owner or operator pays the required fee.
