2.5.5 Student Governance
Student governing bodies derive their authority from the Maricopa County Community College District Governing
Board that exists in accordance with Arizona Revised Statutes. The administration of the District is vested in the
Chancellor who delegates responsibility for each college to the college president who serves in a management and
policy implementation capacity having the ultimate responsibility for all activities of the college. The president shall
designate the administrator(s) (i.e., directors of student leadership) at each college who will be charged with the
responsibility for working with the college student governing body(ies) in the development of college student
activities and programs.
A representative form of student governance may exist at each college/center as well as district wide to provide an
effective means of communication among students, faculty, staff and administration and to provide student input in
college and District matters. Eligibility requirements are to be met and spelled out in detail in each student
governance constitution. These constitutions shall establish the minimum requirements for the elective/appointive
officers. All student government constitutions shall be submitted to the Governing Board General Counsel to
ensure compliance with federal and state laws, and the Maricopa Community Colleges Governing Board
Administrative Regulations. Since Rio Salado Community College is a countywide non-campus college, the
president shall ensure that opportunities exist for student involvement.
College student constitutions should be reviewed annually by student governance. The appropriate vice president
or designee of each college shall be responsible for submitting any changes to the president of the college for
transmittal to the Governing Board General Counsel.

document, as officers. Persons filling all other positions, elected or appointed, shall be referred to as

All positions filled by election shall be considered as elected positions, even though the person filling the
position may have been appointed to fill an unexpired term of another individual.
