about one’s clothing or body; suggestive or insulting sounds; whistling in a
suggestive manner; and implied or overt sexual proposition, invitation or pressure
for sex. Examples of physical harassment include leering or ogling; obscene
gestures; patting, pinching or other “inappropriate touching or feeling”; brushing
against another’s body; attempted or actual kissing or fondling; and coerced
sexual intercourse. Sexual harassment can be perpetrated upon members of one’s
own or opposite gender.
HARASSMENT OF STUDENTS
Sexual harassment means any unwelcome sexual advance or request for sexual
favors made by a higher education representative to a student or any conduct
of a sexual nature exhibited by a higher education representative to a student,
when such conduct has the purpose of substantially interfering with the
student’s educational performance or creating a hostile or offensive educational
environment.
HARASSMENT BY STUDENTS
Under this policy, sexual harassment also includes unsolicited, deliberate or
repeated sexually explicit derogatory statements, gestures or physical contacts that
cause discomfort or humiliation, when such conduct is perpetuated by students
upon other students, faculty and/or staff. Harassment by students against other
students is limited to situations where the administration has actual notice.

Title IX is a portion of the Education Amendments of 1972 with an emphasis on
equal opportunities in education. In accordance with this law, Carl Sandburg
College prohibits the discrimination of any person from participation or being
denied benefits in any educational program or activity receiving federal assistance
based on gender, race, or sexual orientation.
The Campus Sexual Violence Act (Campus SAVE) was signed into law in March
2013 as a new amendment to the Violence Against Women Act of 1994. This
act requires college campuses to provide information, training and ongoing
prevention and awareness programs to combat sexual violence. The State of
Illinois passed a new law, Preventing Sexual Violence in Higher Education Act (110
ILCS 155) effective August 1, 2016, that amends other Illinois campus safety laws
to address the critical issues of sexual violence, domestic violence, dating violence
and stalking in higher education.
