International Education Fee
(Room F106, Blountville) – Northeast State Community College
collects an international education fee from each student, per semester. The international education
fee assists the College in establishing its international education program and promoting cultural
understanding. Funds collected from the International Education Fee are used to promote diversity
and cultural awareness with an emphasis on campus globalization, facilitate student success in and
completion of student learning outcomes through high impact practices, and support professional
development related to international education for campus constituencies. For more information,

International Student Information
(Room J1004, Johnson City) – Northeast State is authorized
under federal law to enroll nonimmigrant alien students on “F-1” student visas. An international
student must apply to the College, meet the admission requirements for international students, and
make contact with the Designated School Official (DSO) prior to the issuance of an I-20. The
deadlines for admission are July 15 for Fall admission; November 15 for Spring admission; and
March 15 for Summer admission. All international students are required to pay out of state tuition
and must be enrolled in a minimum of 12 credit hours. Three of those credit hours may be on-line

iOPTiN Information
(Room A218, Blountville) – iOPTiN is an eTextbook program that delivers
required course materials digitally. Students see an “eTextbook Cost” associated with each
applicable course on their student accounts after they register for their classes. For more

IT Help Desk
(Room P216A, Blountville or Room RCHP245B, Kingsport) – Two Computer User
Support/Media Services support centers exist to help students. One is located on the Blountville
campus and the other is located at Northeast State at Kingsport. Center staff in Kingsport primarily
supports Northeast State’s downtown Kingsport operations. The Blountville campus center supports

Kingsport Center for Higher Education (KCHE)
(Room KCHE101, Kingsport) – The Kingsport
Center for Higher Education (KCHE) offers core classes and prerequisite classes for degree and
certificate programs from Northeast State and select baccalaureate and graduate degrees from
participating universities, as well. You can complete an Associate of Arts or Associate of Science
Degree (University Parallel Program) and transfer directly into one of the senior institutions housed

Leadership Programs
(Room A212, Blountville) – Student Life staff coordinates and/or consults
with various Northeast State offices to offer leadership development opportunities that engage
students with the campus and their communities. Programs include those related to student
government and student organization development, as well as participation in the Tennessee
